1.1. Presentation – PART 2

By the 14th Decree of the People’s Government of August 31, 1921, a special department for school affairs was established in the Ministry of Internal Affairs, and the first primary school was established in the capital city within the same year. In addition, the 22nd session of the People’s Government of November 9 decided to establish a Book Institute.

At that time, textbooks, manuals, and teaching staff were extremely insufficient, and the management and organization system was not well developed. The 3rd Congress of the MPRP, which convened in 1924, stated that “… since the majority of the people are illiterate, it would be very helpful for political advancement to train all adults in writing skills…”

Since the late 1920s, there has been a movement to replace the writing systems of many peoples who were part of the Soviet Union with the Latin script, or to create a new script based on the Latin script for some of them, who were previously illiterate. For example, the Kazakhs officially used the Latin script in 1927-1940, Kalmykia in 1930-1938, and Buryatia in 1931-1939.

Coinciding with this period, the influence of the Mongol Revolutionary Youth Union grew significantly, and the Mongol People’s Revolutionary Party, through which leftists emerged in the Mongol state leadership, began an attempt to replace the traditional Mongol script with the creation of a new script based on the Latin script.

In 1930, it was stated at the VIII and VI State Great Khurals of the Mongol People’s Revolutionary Party that it was necessary to eliminate the Mongol alphabet, which was a remnant of the old bureaucracy and was not conducive to the development of new culture and education, and to adopt instead the Latin alphabet, which was found to be useful for the spread of civilization and culture, and to put it to use as the main language alphabet without delay.

In order to put the ideas of this conference into practice, the Latin Mongol Alphabet Council was established under the Ministry of People’s Enlightenment (former name of the Ministry of Education) in November 1930. The council developed a Latin Mongol alphabet plan with 26 letters and had it approved by the government.
